Deputy Director of Upper Egypt Local Development Program Dr. Khaled Abdelhalim shed light on the program which started in 2018 and the great attention given by President Abdel Fattah e-Sisi for the development of Upper Egypt.
Over the phone to (Cairo Local Time), he elaborated that the program is cooperation between Egypt and the World Bank. This program is designed to address the multi-dimensional poverty in Upper Egypt through multiple interventions that aim not only in improving infra-structure and services such as sanitation, water, education and roads but also to introduce the competitiveness of Upper Egypt and its attraction to investments and job opportunities. It is the most comprehensive development program that has been addressed to Upper Egypt since three decades, he said.
He added that in parallel to this program, there exists the initiative “Decent Life” which was directed to the poor villages in phase 1. It became the second huge program directed to Upper Egypt. Both initiatives are spearheaded by the prime minister, which means that there is coordination between them. They will improve the infrastructure in industrial zones, support cluster developments and handicrafts, and complement the interventions of the two programs together, he highlighted.
Dr. Abdelhalim assured that Upper Egypt development focuses on the improvement in the performance of local administration, on the development of citizens, of planning, of operational maintenance, of citizen participation, of transparency, of disclosure of information, etc.
Hence after three years of the Decent Life Initiative when we have raised the standard of living and the service in rural areas, the local administration became competent enough to continue the development process and to continue to engage citizens and private sectors and civil society in the development efforts that will come thereafter, he concluded.
